How small producers run small batches, and what limits them
Small-scale food producers face the same acidity rule as a home kitchen, with different equipment and a record to keep. What scales down and what does not.

The rule that sets the equipment
Virginia Cooperative Extension's guide to pressure canning states the constraint every producer works inside. The process depends on the acidity of the food: low-acid foods have a pH above 4.6 and high-acid foods below it. High-acid foods can be safely processed in a boiling water bath, but low-acid foods must be processed in a pressure canner, and pressure canning is the only safe method for low-acid foods such as vegetables, meat, poultry, and fish.
The reason is the spore. Clostridium botulinum spores are not affected by boiling water at 212 F, and the only way to kill them is under pressure, where the food temperature can be raised to 240 F for a time that depends on the food, the pack, the pressure, and the jar size.
A producer making fermented vegetables lives on the acid side of that line by design. Anything that strays off it changes the equipment list entirely.
Steam canning, and its limits
Oregon State University Extension's page on the steam canner explains why small operations like them. They preserve high-acid foods such as fruits, jams, jellies, syrups, and pickled vegetables using significantly less water than a water bath canner, which makes them lighter, quicker to heat, and more energy efficient, and useful where strength, time, or stove capacity is limited.
The limits are equally clear. Because the water reservoir is small, do not can foods needing a processing time longer than 45 minutes, or the canner risks boiling dry. Never can low-acid foods such as meat, poultry, fish, or unacidified vegetables in a steam canner. And always use tested recipes and techniques, because improperly canned food can cause botulism.

The record is the real difference
A small producer writes down the batch, the date, the salt weight, the temperature, and any measurement taken. That record is what allows a problem to be traced and a batch to be recalled if it needs to be. A home cook rarely has to prove anything to anyone, which is exactly why following the tested recipe without substitution matters more, not less.

Common questions
Can a small producer sell fermented vegetables shelf stable? Only inside the rules for acidified foods, which involve a scheduled process and trained supervision. Refrigerated distribution is the more common route.
Is a steam canner enough equipment to start a business? For high-acid and acidified products with short processes, it can be. For anything low-acid, it is not.
Why 45 minutes? Because a steam canner holds only about 2 quarts of water, and longer processing risks it boiling dry and under-processing the jars.
Do producers use starter cultures? Some do for consistency. Traditional vegetable fermentation runs on the organisms already on the produce.
